A compound of structural Formula (II), or a pharmaceutically acceptable salt, solvate, tautomer, or stereoisomer thereof:

• wherein:
• one of X1 and Y is nitrogen while the other is nitrogen or oxygen;
• W is N or N—R15;
• A is substituted or unsubstituted phenyl or substituted or unsubstituted pyridinyl;
• Z is a bond, —(CH2)z1—, —O—, —S—, —CH2O—, —OCH2—, —NH—, —CH2NH—, —NHCH2—, —CH2S—, or —SCH2—;
• z1 is 1 or 2;
• R1 is hydrogen, halogen, —NR1BR1C, —C(O)NR1BR1C, —OR1A, substituted or unsubstituted alkyl, or substituted or unsubstituted heteroalkyl;
• R2 is hydrogen or halogen;
• R3 is hydrogen, halogen, substituted or unsubstituted alkyl, substituted or unsubstituted heteroalkyl, substituted or unsubstituted cycloalkyl, substituted or unsubstituted heterocycloalkyl, substituted or unsubstituted aryl, or substituted or unsubstituted heteroaryl;
• R13 is —SOn13R13A, —SOv13NR13BR13C, —C(O)R13D, —C(S)R13D, —C(O)X2R13C, —C(S)OR13D, —C(S)NR13BR13C, substituted alkyl, substituted or unsubstituted heteroalkyl;
• or R13 together with the nitrogen to which it is attached forms an amino acid, a dipeptide, or a tripeptide;
• X2 is —O—, —S—, or —NR13B;
• R14 is hydrogen, substituted or unsubstituted alkyl, substituted or unsubstituted heteroalkyl, substituted or unsubstituted cycloalkyl, substituted or unsubstituted heterocycloalkyl, substituted or unsubstituted aryl, or substituted or unsubstituted heteroaryl;
• R15 is —SOn15R15A, —SOv15NR15BR15C, —C(O)R15D, —C(S)R15D, —C(O)OR15D, —C(S)OR15D, —C(O)SR15D, —C(O)NR15BR15C, —C(S)NR15BR15C, —CH2OPO3H2, —CH2OSO3H, —CH2OPO3H−, —CH2OSO3−, —C(O)CH2X3, or substituted or unsubstituted heteroalkyl;
• X3 is —F, —Cl, —Br, —I, —CHF2, —CHCl2, —CHBr2, —CHI2, —CF3, —CCl3, —CBr3, —CI3, or —NOz;
• n13 and n15 are independently an integer from 0 to 4;
• v13 and v15 are independently 1 or 2;
• and
• R1A, R1B, R1C, R13A, R13B, R13C, R13D, R15A, R15B, R15C, and R15D are independently hydrogen, halogen, —CF3, —CCl3, —CBr3, —CI3, —COOH, —CONH2, substituted or unsubstituted alkyl, substituted or unsubstituted heteroalkyl, substituted or unsubstituted cycloalkyl, substituted or unsubstituted heterocycloalkyl, substituted or unsubstituted aryl, or substituted or unsubstituted heteroaryl;
• or
• R13B and R13C or R15B and R15C substituents bonded to the same nitrogen atom may optionally be joined to form a substituted or unsubstituted heterocycloalkyl or substituted or unsubstituted heteroaryl.
