• acquire spectrum utilization information in a predetermined region on a predetermined frequency band;
• determine, according to the spectrum utilization information, a probability of getting spectrum resources in the predetermined region;
• and
• adjust, based on the probability, spectrum sensing parameters in the predetermined region on the predetermined frequency band, wherein
• the spectrum sensing parameters comprise an energy detection threshold for spectrum sensing.

An electronic device for a base station, comprising:

• circuitry configured to:
• transmit spectrum utilization information of a cell served by the base station on a predetermined frequency band;
• and
• receive a change in spectrum sensing parameters, wherein
• the spectrum sensing parameters comprise an energy detection threshold for spectrum sensing.

A spectrum management method, comprising:

• acquiring spectrum utilization information in a predetermined region on a predetermined frequency band;
• determining, using circuitry, according to the spectrum utilization information, a probability of getting spectrum resources in the predetermined region;
• and
• adjusting, based on the probability, spectrum sensing parameters in the predetermined region on the predetermined frequency band, wherein
• the spectrum sensing parameters comprise an energy detection threshold for spectrum sensing.
