The configuration information can include a time frequency resource range of the BWP blank transmission unit, and the method can include transmitting resource configuration information to a user equipment on the basis of the configuration information of the BWP blank transmission unit, scheduling a first transmission resource at a time-frequency location of the BWP blank transmission unit so as to utilize the first transmission resource to transmit target service data, the first transmission resource being a resource scheduled on the basis of a non-5G NR communication protocol.
