Operating dual connectivity in an inactive state

A wireless transmit receive unit (WTRU) comprising:

• a processor configured to:
• receive a message while the WTRU is in an inactive mode, the message comprising a parameter associated with performing a measurement on a cell;
• perform the measurement on the cell based on the parameter while the WTRU is in the inactive mode based on a condition being satisfied;
• determine whether to transmit the performed measurement on the cell;
• and
• based on a determination to transmit the performed measurement on the cell, transmit the measurement to a network while the WTRU is in transition from the inactive mode to a connected mode.

A method comprising:

• receiving a message while a wireless transmit/receive unit (WTRU) is in an inactive mode, the message comprising a parameter associated with performing a measurement on a cell;
• performing the measurement on the cell based on the parameter while the WTRU is in the inactive mode based on a condition being satisfied;
• determining whether to transmit the performed measurement on the cell;
• and
• based on a determination to transmit the performed measurement on the cell, transmitting the measurement to a network while the WTRU is in transition from the inactive mode to a connected mode.
