A terminal comprising:

• a transmission section that performs UL data transmission without a UL transmission command from a radio base station and performs UL data transmission in accordance with a UL transmission command from the radio base station;
• and
• a control section that controls so that a transmission power parameter of the UL data transmission without the UL transmission command and a transmission power parameter of the UL data transmission in accordance with the UL transmission command are different from each other.

A radio communication method comprising:

• performing UL data transmission without a UL transmission command from a radio base station and performing UL data transmission in accordance with a UL transmission command from the radio base station, and
• controlling so that a transmission power parameter of the UL data transmission without the UL transmission command and a transmission power parameter of the UL data transmission in accordance with the UL transmission command are different from each other.
