Abstract
A communication method, a terminal device and a network device are provided. The method includes: determining, by a terminal device, a target resource pool from at least two resource pools according to a condition parameter of each resource pool in the at least two resource pools, wherein the condition parameter is used for indicating a resource usage condition of the resource pool; and communicating, by the terminal device, with a network device by using a resource of the target resource pool.

A communication method, comprising:
- determining, by a terminal device, a target resource pool from at least two resource pools according to a condition parameter of each resource pool in the at least two resource pools, wherein the condition parameter is used for indicating a resource usage condition of the resource pool;
- and
- communicating, by the terminal device, with a network device by using a resource of the target resource pool.

- determining, by a terminal device, a first transmitting power according to a downlink path loss between the terminal device and a network device and a target resource pool selected for transmitting data;
- and
- transmitting, by the terminal device, data to the network device by using a resource of the target resource pool according to the first transmitting power.
