An inductor component comprising an insulating layer containing no magnetic substance, a spiral wiring formed on a first principal surface of the insulating layer and wound on the first principal surface, and a magnetic layer in contact with at least a portion of the spiral wiring.

An inductor component comprising:
- an insulating layer containing no magnetic substance;
- a spiral wiring formed on a first principal surface of the insulating layer and wound on the first principal surface;
- and
- a magnetic layer in contact with at least a portion of the spiral wiring.

A method of manufacturing an inductor component comprising:
- preparing a substrate;
- forming an insulating layer containing no magnetic substance on the substrate;
- forming a spiral wiring on a first principal surface of the insulating layer such that the spiral wiring is wound on the first principal surface;
- forming a magnetic layer on the insulating layer in contact with at least a portion of the spiral wiring;
- and
- removing the substrate.
