Abstract
A metal oxide compound of formula (I): MnxMyRu1-(x+y)O2 (I) is a single phase rutile-type structure, where M is Co, Ni, or Fe, or a combination thereof, x>0, y≥0, and 0.02≤(x+y)≤0.30. Related electro-catalysts, devices, and processes are also provided.

A metal oxide compound of formula (I′):
- MnxMyRu1-(x+y)O2 (I′)
- wherein the compound is a single phase rutile-type structure, and wherein
- M is selected from the group consisting of Co, Ni, and Fe, and combinations thereof;
- x>0;
- y>0;
- and
- 0.02≤(x+y)≤0.30.

An electro-catalyst for use under alkaline conditions comprising a metal oxide compound according to formula (I):
