Optimization of mobile phone service during power failure

A non-transitory computer readable storage medium comprising a computer readable program for optimizing mobile telecommunications service, wherein the computer readable program when executed on a computer causes the computer to perform:

• determining an initial number of users in areas corresponding to one or more of a plurality of base stations to which electrical power has been interrupted;
• generating a user location probability model and a user call probability model;
• monitoring user calls and user movement after battery power operation has started;
• and
• updating the user location probability model, the user call probability model, and battery power operation scheduling for the plurality of base stations based on the monitoring.

A system for optimizing mobile telecommunications service, comprising:

• a processor operatively coupled to a memory, the processor being configured for:
• determining an initial number of users in areas corresponding to one or more of a plurality of base stations to which electrical power has been interrupted;
• generating a user location probability model and a user call probability model;
• monitoring user calls and user movement after battery power operation has started;
• and
• updating the user location probability model, the user call probability model, and battery power operation scheduling for the plurality of base stations based on the monitoring.
