This invention relates to oral care compositions comprising arginine or lysine, zinc citrate and zinc oxide, and a fluoride source, as well as to methods of using and of making these compositions.

An oral care composition comprising:
- a. A basic amino acid in free or salt form wherein the amino acid is selected from arginine, lysine, and combinations thereof.
- b. zinc oxide and zinc citrate
- c. a fluoride source.
