An apparatus comprising:
- one or more processors;
- and
- memory storing instructions that, when executed by the one or more processors, cause the apparatus to:
- receive, from a first transceiver, location information of the first transceiver;
- and
- in response to a determination that a first coverage area of the first transceiver overlaps with a second coverage area of a second transceiver, determine whether the first transceiver is available to move based at least on whether the first transceiver is providing service to any device.

A system comprising:
- a first transceiver;
- and
- a computing device comprising:
- one or more processors;
- and
- memory storing instructions that, when executed by the one or more processors, cause the computing device to:
- receive, from the first transceiver, location information of the first transceiver;
- and
- in response to a determination that a first coverage area of the first transceiver overlaps with a second coverage area of a second transceiver, determine whether the first transceiver is available to move based at least on whether the first transceiver is providing service to any device.

A system comprising:
- a mobile transceiver configured to transmit location information of the mobile transceiver;
- and
- a computing device comprising:
- one or more processors;
- and
- memory storing instructions that, when executed by the one or more processors, cause the computing device to:
- receive, from the mobile transceiver, the location information;
- and
- in response to a determination that a first coverage area of the mobile transceiver overlaps with a second coverage area of another transceiver, determine whether the mobile transceiver is available to move based at least on whether the mobile transceiver is providing service to any device.
