Load balancing schemes for idle mode user equipment

A non-transitory computer-readable storage medium that stores instructions for execution by one or more processors of user equipment (UE) to perform operations to configure the UE to:

• decode a system information block received via a radio access network, wherein the system information block identifies one or both of target cells and target channel frequencies;
• determine a sorted list of candidate redistribution targets, the sorted list compiled to include:
• a first entry set to a serving cell when a serving cell redistribution factor is included in the system information and the first entry set to a serving frequency otherwise;
• and
• an additional entry for each target channel frequency included in the system information,
• wherein the additional entry for a target channel frequency is set to a target cell ranked as the best cell on the target channel frequency according to signal quality if the target cell is identified as a neighbor cell in the system information;
• otherwise the additional entry for the target channel frequency is set to the target channel frequency if at least one cell on the target channel frequency satisfies a cell selection criterion;
• determine a redistribution factor for entries in the sorted list, wherein the redistribution factor for an entry includes a cell redistribution factor received in the system information if the entry includes a target cell, and a frequency redistribution factor received in the system information if the entry includes a target channel frequency;
• determine a redistribution range value for entries in the sorted list assigned a redistribution factor;
• and
• select a redistribution target from the candidate redistribution targets using an international mobile subscriber identity (IMSI) of the UE and the redistribution range values. The computer-readable storage medium of claim 10, including instructions that cause the one or more processors to perform operations to configure the UE to initiate selecting the redistribution target upon expiration of a timer.
