• encoding a block of a region, for which a prediction mode has been determined to be an intra-prediction mode based on an update frequency of the region in an image to be encoded, with the intra-prediction mode.

A decoding apparatus, comprising:

• an decoding section which decodes an encoded stream, for which a prediction mode of a block has been determined to be an intra-prediction mode based on a priority of each block in an image to be encoded, with the intra-prediction mode,
• wherein the priority is determined to increase in the block of the region with a high update frequency in the image to be encoded.

A decoding method of a decoding apparatus, comprising:

• decoding an encoded stream, for which a prediction mode of a block has been determined to be an intra-prediction mode based on a priority of each block in an image to be encoded, with the intra-prediction mode,
• wherein the priority is determined to increase in the block of the region with a high update frequency in the image to be encoded.
