An apparatus comprising:
- a transverse electromagnetic mode (TEM) transmission line;
- a dielectric structure disposed adjacent the TEM transmission line, the dielectric structure having an adjustable wave propagation constant;
- and
- a series of taps disposed along the TEM transmission line.
