System and Method for Charging Services Using Effective Quanta Units

A method for dynamic charging of communications services to consumers, the method comprising:

• measuring, in bits, usage of a plurality of communications services to a consumer;
• converting the measured usage in bits of each of the communications services into an amount of effective bits (eBits) of usage, wherein the amount of eBits for each service of the communications services is proportional to the measured usage in bits and a corresponding weight defined for the service;
• and
• calculating a total charge of the communications services according to a total amount of eBits for the plurality of communications services.

An apparatus of a billing system for dynamic charging of services to consumers, the apparatus comprising:

• at least one processor;
• and
• a non-transitory computer readable storage medium storing programming for execution by the processor, the programming including instructions to:
• measure usage of a plurality of services to a consumer;
• convert the measured usage of each of the services into an amount of minimum quantum of usage;
• and
• calculate a total charge of the services according to a total amount of minimum quantum of usage for all the services.
