An electrode catalyst for a fuel cell, wherein the electrode catalyst comprises an active particle comprising:
- a core comprising an alloy represented by Formula 1
- PdCuaMb Formula 1
- wherein M is a transition metal, 0.05≦a≦0.32, and 0<b≦0.2;
- and
- a shell comprising a Pd alloy on the core.
