Abstract
An approach is provided for interworking between radio access networks that utilize different radio access technologies. Loading information of a plurality of radio access networks that are accessible by a terminal is determined. A list of candidates from the radio access networks are output based on the loading information for use by the terminal.

A mobile device comprising:
- a first communication circuitry configured to communicate with a first radio access network that utilizes a first radio access technology;
- a second communication circuitry configured to communicate with a second radio access network that utilizes a second radio access technology different from the first radio access technology;
- and
- selection logic configured to determine loading information of the first radio access network and the second radio access network, and to select one of the radio access networks based on the loading information.

- communicating with a first radio access network that utilizes a first radio access technology;
- communicating with a second radio access network that utilizes a second radio access technology different from the first radio access technology;
- determining loading information of the first radio access network and the second radio access network;
