Parameter set updates in video coding

A method of encoding video data comprising:

• encoding an indicator that indicates whether a parameter set update can occur in a portion of a bitstream, wherein a parameter set update occurs if a current parameter set of a particular type and having a particular identification value has content that is different than content of a previous parameter set of the same type and having the same identification value.

A video coding device for coding video data, the device comprising:

• a memory configured to store video data;
• and
• one or more processors configured to code an indicator that indicates whether a parameter set update can occur in a portion of a bitstream, wherein a parameter set update occurs if a current parameter set of a particular type and having a particular identification value has content that is different than content of a previous parameter set of the same type and having the same identification value.

A video coding device for coding video data, the device comprising:

• means for coding an indicator that indicates whether a parameter set update can occur in a portion of a bitstream, wherein a parameter set update occurs if a current parameter set of a particular type and having a particular identification value has content that is different than content of a previous parameter set of the same type and having the same identification value.
