• a receiving unit configured to receive, from the first layer, any existing first layer congestion level indication, indicating congestion between the first layer of the first network node and the first layer of the second network node, wherein said at least one of said multiple processing modules further is configured to generate a simulated first layer congestion level indication based on the determined congestion level between the first and the second layers, and to generate a total first layer congestion level indication based on the simulated first layer congestion level indication and said any existing first layer congestion level indication.
