• applying penalties to each of the plurality of performance scores.

• The method of claim 14, wherein the asserting the first plurality of preferred routes is performed via a BGP feed to the subset of routers.

• The method of claim 14, wherein the plurality of local performance scores are sent via a BGP feed to the mesh.

• The method of claim 14, wherein the mesh is at least partially comprised of physical links between the plurality of decision makers.
