Logistical system and method for controlling flow of postal mail in real-time

The logistical system of claim -1, wherein the pre-application processing system further comprises:

• an application data registration manager for providing sorting and required planning data of postal centers and postal codes by collection and distribution centers, in a process of preparing a sorting of mail to be sorted by type and a transferring of the sorted mail to distribution centers, and generating a pre-application quantity data of a pre-applied quantity of mail;
• a bulk mail pick-up collector for performing a sorting process of postal address files with postal centers, collection and distribution centers, postal codes, and a sorter and a sorting plan, when an address file for generating bulk mail is obtained through the sorting reference data, and for generating a bulk mail generating quantity data and pre-applying the bulk mail;
• a calculator for a transfer plan by sending/receiving/delivering centers for comparing reference data and arrival postal centers by same regions as pre-application quantity data registered through the application data registration manager, and transfer quantities for collection and distribution centers, and determining a collection of bulk mail generated results;
• and
• a mail collection and transfer plan generator and manager for inquiring whether excesses or deficiencies of work loads arise at distribution centers, and whether a bulk mail generation completion forecast exists.

A logistical system of controlling postal mail in real-time, the logistical system comprising:

• a first sorter for sorting bulk mail address files by district and generating quantity data based on sort plan data provided by mail generating companies after mail generating plans are completed by the mail generating companies and bulk mail address files are received;
• a first calculator for using the address files to calculate numbers of boxes and pallets projected to be transferred by same district sending/receiving postal centers and sorting centers, comparing the calculated numbers to quantities corresponding to in-person application basic conditions, and sorting projected quantities of the postal centers by corresponding collection and delivery centers for calculating the number of boxes and pallets;
• a second sorter for checking whether in-person applications correspond to preset reference conditions through the quantity data sorted by the first sorter, and sorting a quantity of mail by postal code when the in-person applications do not correspond to the preset reference conditions;
• a second calculator for calculating a relevant quantity as a packet quantity when performed results do not correspond to reference conditions of pallets, boxes, and packets of each collection and delivery center, and calculating a quantity of boxes as the packet quantity when the performed results correspond to applied references of boxes and packets by collection and distribution center;
• a third calculator for writing sorter numbers on results sorted by collection and delivery centers and representing the sorter numbers in barcodes or electronic tags and text when a sorting of mail by the second calculator is completed, and calculating quantity data related to a written result;
• an applier for storing results from the sorting results in a generated data managing database, relaying a generated quantity data to a pre-application processing system of postal service providers, and registering pre-application data and performing a process of an application method;
• a first notifier for reflecting a determined mail generating system and performing sorting and generating, attaching barcodes or electronic tags on mail sorted into pallets, boxes, and packets according to the sorting and generating results, and notifying the pre-application processing system that application preparation is complete;
• and
• a second notifier for providing notification of whether approval has been granted for pick-up collection from nearby postal centers, when generation completion dates and quantity data is requested through the pre-application processing system, and completing preparations for collection by a forecasted collection date.

A method for real-time controlling of postal mail flow, comprising the steps of,

• pre-application registering for registering a quantity of mail data and projected sending date data by mail type and presorted condition, for pre-application quantity data registered prior to bulk mail generation;
• performing a first calculating step for calculating a workload of the quantity of mail data registered in the step of pre-application registering by post office, postal center, and collection and delivery center that perform mail processing, and calculating a transferable quantity after the transferable quantity is received from postal centers that perform sending/receiving/delivering sorting processes;
• performing a first determining step for examining and determining a working plan through relaying a mail quantity to postal centers and collection and delivery centers, reflecting the quantity data transferred to relevant distribution centers and generating working plan data, and analyzing workloads of distribution centers;
• adjusting a working plan devised by the distribution centers in the step of first determining through receiving quantity data by mail type for which application has been completed and data that has been completely processed at the distribution centers and is delivered;
• performing a first comparing step for generating quantity data comparing mail processing work capacities of neighboring post offices, postal centers, collection and delivery centers for the adjusted working plan in the step of adjusting the working plan;
• performing a second determining step for determining a postal working plan for minimizing unnecessary mail processing through considering a pre-applied quantity from the pre-application quantity data in the step of pre-application registration, the mail processing work capacity of the relevant distribution centers, and quantity data compared in step of the comparing, and through setting a maximum number of routes with shortest distances between the distribution centers and nearest post offices, postal centers, collection and delivery centers, and delivery centers;
• performing a first notifying step for notifying a decision maker of a mail processing result through examining hindering reasons of postal processing quality, using a bulk mail generating schedule and forecasted generating completion data, and working plan data of postal centers, considering delivery quality, working costs, and delivery costs up to a delivery completion point, and generating mail processing result data for adjusting a flow of postal mail in real-time;
• revising a working plan including sorting plan data of a sorter, and generating revised data, through receiving the pre-application data generated in the first notifying step and mail processing result data as a basis for determining a plan according to an approval of the decision maker, and relaying a determined data for operation to each distribution center;
• and
• performing a third determining step for determining the working plan through revising a workload data included in the distribution centers receiving the revised workload data.

A method for real-time controlling of postal mail flow, comprising the steps of

• sorting and checking whether mail to be delivered is for reservation data search and pick-up collection/post office application, when a bulk mail pre-application request message is received, or when one day remains before a scheduled pick-up;
• sending pick-up collection data to a relevant collection system, when it is determined in the step of sorting and checking that the mail to be delivered is for pick-up collection;
• providing a reason for a delay and an estimated arrival time to a relevant bulk mail client when a transport vehicle is delayed in arriving;
• loading a transport vehicle with mail that has been inspected and application-processed in a sequence of routes between locations of sending postal centers and receiving postal centers/collection and delivery centers, after inspecting the mail, when the transport vehicle arrives at a location of a bulk mail sending company;
• registering a receiving/sending work transfer checking result of a distribution center in a same amount as a quantity of completely processed mail from a completely transferred quantity, after relevant mail has been transferred by delivery centers within a transport route;
• searching whether a quantity, transferred to a distribution center of a transport route of a relevant transport vehicle, exists, after inputting free data of a loading space in a relevant operating result manager and processing result transferring system in a same amount as a transferred quantity in a transferring process;
• determining whether a same destination quantity exists after searching the same destination quantity transferred from mail that has been completely processed at relevant postal centers;
• registering a quantity of mail loaded in a transport vehicle equal in volume to an empty cargo space of the transport vehicle through a work transfer process at a relevant sending location of a postal center, when it is determined in the determining step that the same destination quantity exists;
• and
• moving to a next distribution center, when it is determined in the determining step that the same destination quantity does not exist.

A method for real-time controlling of postal mail flow, comprising the steps of:

• performing a first determining step for determining whether applied mail is bulk mail, small quantity mail, or individual mail, through sorting the applied mail into bulk mail and individual mail, when a mail application request is checked at a postal center or a post office application window;
• searching bulk mail company reservation data, when it is determined in the first determining step that the applied mail is bulk mail, and searching pre-application data in a case of a reserved application;
• inspecting whether mail application text results from the step of searching match data displayed on the mail;
• performing a second determining step for comparing whether the text results from the inspecting step are the same as pre-application results, and determining whether a change has arisen;
• processing application results when it is determined in the second determining step that a change has not arisen;
• revising quantity data through an input or read results of text provided on a barcode, after a checking of added and reduced quantity data, when it is determined in the second determining step that a change has arisen;
• performing a third determining step for determining whether an applied location of the mail is a postal center from distribution centers;
• work transferring to relevant processing sites when it is determined in the third determining step that the applied location of the mail is a postal center from the distribution centers, and collecting and work transferring mail sent by type of mail and destination to postal centers when it is determined in the third determining step that the applied location of the mail is not a postal center from the distribution centers;
• and
• completing registration of results of the work transferring in an application data database.

A method for real-time controlling of postal mail flow, comprising the steps of:

• checking whether mail that arrives at a distribution center has been collected by pick-up collection or sent from another postal center, and checking sending data through results of identifying mail by pallets, boxes, and parcels in a work transfer data searching and checking process;
• sorting each pallet, box, and parcel through searching and checking work transferring data checked in the checking step;
• performing a first determining step for determining whether a quantity of mail is a quantity for sorting received through pick-up collection;
• registering results from the step of sorting in an operating result manager;
• transferring mail for processing from another postal center to a relevant processing site, for prioritizing the processing of the transferred mail, when it is determined in the first determining step that the mail is not a quantity of mail for sorting received through pick-up collection, and is a quantity of mail that has been applied for through a reservation;
• performing a second determining step for reading a barcode or an electronic tag displayed on a box and determining whether a sorter number exists, when boxes in a pallet are supplied to a box separator;
• filling mail that has been sorted by a sorter in boxes, after boxes that are to be transferred to collection and delivery centers are transferred to other postal centers or collection and delivery centers, when it is determined in the second determining step that no sorter numbers exist;
• conveying the mail to relevant sorters, when it is determined in the second determining step that sorter numbers exist;
• transporting the quantity of mail to a temporary storage after checking a forecasted processing time, considering a processing time remaining until a point of delivery completion, when it is determined in the first determining step that the quantity of mail is a quantity for sorting received through pick-up collection;
• and
• supplying the quantity of mail transported to the temporary storage in the transporting step to a box sorter, when a processing start time for the quantity of mail transported in the transporting step is reached.
