An apparatus, comprising:
- a support structure;
- an energy transmission element carried by the support structure;
- and
- a structure, positioned over at least a portion of the energy transmission element, including a resilient member configured to retain ionic fluid and a plurality of conductive fibers.

An apparatus for use with an energy transmission element, comprising:
- a resilient, wettable structure configured to be saturated with and retain ionic fluid;
- and
- a plurality of conductive fibers carried by the resilient, wettable structure.
An apparatus for use with an energy transmission element, comprising:
- a resilient, wettable structure configured to be saturated with and retain ionic fluid such that it defines a saturated conductance when saturated with ionic fluid;
- and
- means for increasing the saturated conductance of the resilient, wettable structure.
