Hydrophobic surface treatment composition and method of making and using same

A method of manufacturing a treated surface, comprising:

• a. applying a hydrophobic surface treatment composition to a surface of a substrate, the surface having hydroxyl groups attached thereon, the hydrophobic surface treatment composition comprising:
• i. a silicone fluid;
• and
• ii. a solvent
• wherein the silicone fluid is an alkyl silane or a polysiloxane following the formula:

• wherein each R1 and R2 is individually selected from the group consisting of hydrogen and substituted or unsubstituted, saturated or unsaturated, alkyl or aryl hydrocarbyl groups having 1 to 40 carbon atoms, and wherein n ranges from greater than 0 to about 150
• wherein at least one of R1 and R2 comprises a functional group capable of a condensation reaction with the hydroxyl groups of the substrate.
