Self-healing or self-assembling power systems that rely on local measurements for decision making can provide significant resilience benefits, but they also must include safeguards that prevent the system from self-assembling into an undesirable configuration. One situation that must be avoided is the formation of closed loops for which the system was not designed, a situation that can arise any time that two power systems can be connected in more than one place, for example if tie-line breakers are included in a self-assembling power system or if an intentional-island system can connect to the larger grid at more than one location. A line relay is used to determine whether closing a switch controlled by that line relay would result in the formation of a closed loop, using only local measurements.
