The session management network element includes a processor and a memory. The memory has a computer program stored thereon, and the processor is configured to invoke and execute the computer program stored in the memory to perform a wireless communication method. The method includes: receiving a Quality of Service (QoS) parameter of a service flow of a first node in a first node group transmitted by a policy control network element, the QoS parameter of the service flow of the first node being determined based on a QoS parameter of the first node group; and determining a QoS parameter of a QoS flow of a first node in the first node group, based on the QoS parameter of the service flow of the first node.
