Method and apparatus for terminal to manage application layer measurement in RRC_INACTIVE in mobile wireless communication system

A method performed by a terminal, the method comprising:

• transmitting, by the terminal to a base station, UECapabilityInformation, wherein the UECapabilityInformation includes first Quality Of Experience (QoE) capability information for Evolved UMTS Terrestrial Radio Access (E-UTRA), second QoE capability information for E-UTRA, first capability information for New Radio (NR), and second capability information for NR;
• receiving, by the terminal from the base station, a first radio resource control (RRC) message, wherein the first RRC message includes first configuration information, wherein the first configuration information includes a first list and a rrc-SegAllowed, and wherein the first list includes at least one measConfigAppLayer;
• configuring, by the terminal based on the at least one measConfigAppLayer, at least one application layer measurement;
• receiving, by the terminal from the base station, a second RRC message, wherein the second RRC message includes a SuspendConfig;
• storing, by the terminal in User Equipment (UE) Inactive Access Stratum Context, the at least one application layer measurement configuration;
• receiving, by the terminal in RRC_INACTIVE, a third RRC message;
• discarding, by the terminal and in response to the third RRC message, the stored at least one application layer measurement configuration;
• and
• releasing, by the terminal, the at least one application layer measurement,
• wherein the third RRC message is a paging message including a temporary terminal identifier allocated by a core network, and
• wherein the rrc-SegAllowed controls segmentation of one or more RRC messages relating to the at least one measConfigAppLayer.
