Abstract
Systems, apparatuses, and methods are described for wireless communications. A wireless device may initiate a random access process comprising transmitting a transport block comprising data of a CCCH logical channel. The CCCH logical channel may be associated with an identifier indicating that the wireless device is a reduced capability wireless device.

A method comprising:
- receiving, by a wireless device, system information indicating one or more first random access parameters;
- initiating, by the wireless device and based on the one or more first random access parameters, a random access process comprising:
- transmitting a transport block comprising a radio resource control (RRC) setup request message, wherein:
- the RRC setup request message is associated with an identity;
- the identity indicates that the wireless device is a reduced capability wireless device;
- and
- the reduced capability wireless device is associated with reduced capabilities compared to a non-reduced capability wireless device.

- one or more processors;

- memory storing instructions that, when executed by the one or more processors, cause the wireless device to:
- receive system information indicating one or more first random access parameters;
- initiate, based on the one or more first random access parameters, a random access process comprising:

- the RRC setup request message is associated with an identity;
