Mobile anchor cart

A cart comprising:

• a frame configured to rest upon a ground surface when the cart is in an anchored position, the frame configured to clear the ground surface when the cart is in a mobile position, the frame comprising a weight rack;
• at least one tie-off point attached to the frame;
• at least one handle extending outward from the frame, the at least one handle configured to selectively position the cart about and between the anchored position and the mobile position;
• and
• an axle assembly mounted to the frame, the weight rack configured to support and position a load over the axle assembly with a load center of gravity of the load vertically aligned with the axle assembly.

A mobile anchor cart assembly comprising:

• a cart comprising:
• a frame, the frame configured to rest upon a ground surface when the cart is in an anchored position, the frame configured to clear the ground surface when the cart is in a mobile position;
• at least one handle extending outward from the frame, the at least one handle configured to selectively position the cart about and between the anchored position and the mobile position;
• and
• an axle assembly mounted on the frame opposite from the at least one handle;
• and
• a load defining a load center of gravity, the load center of gravity being vertically aligned with the axle assembly when the cart is in the anchored position.
