Apparatus and methods for communication resource allocation

A wireless communication device comprising:

• a processor configured to determine whether a resource utilization limitation exceeds a reporting threshold;
• a transmitter configured to transmit a service request message to a base station, wherein the service request message includes a power headroom of the wireless device in response to the processor determining that the resource utilization limitation exceeds the reporting threshold;
• and
• a receiver configured to receive an uplink resource allocation grant from the base station, wherein the resource allocation is based at least in part on the service request message.

An apparatus comprising:

• a memory storing software instructions;
• and
• a processor configured to implement the software instructions to cause a wireless device to:
• determine whether a resource utilization limitation exceeds a reporting threshold;
• transmit a service request message to a base station, wherein the service request message includes a power headroom of the wireless device in response to the apparatus determining that the resource utilization limitation exceeds the reporting threshold;
• and
• receive an uplink resource allocation grant from the base station, wherein the resource allocation is based at least in part on the service request message.
