Thermal insulating coating film and thermal insulating paint composition

A thermal insulating paint composition, comprising

• a styrene-alkyl acrylate copolymer emulsion or a butyl acrylate-styrene copolymer,
• polypropylene glycol monomethyl ether,
• a white pigment, and
• hollow acrylic beads,
• wherein the hollow acrylic beads include 17 to 32 parts by mass with respect to 100 parts by mass of the styrene-alkyl acrylate copolymer emulsion with a solid content of 50 mass % or the butyl acrylate-styrene copolymer with a solid content of 50 mass %, and have an average particle diameter of 10 to 40 μm, and
• the white pigment is rutile titanium dioxide, the rutile titanium dioxide is contained in an amount of 74 to 143 parts by mass with respect to 100 parts by mass of the styrene-alkyl acrylate copolymer or the butyl acrylate-styrene copolymer, and the rutile titanium dioxide has an average particle diameter of 0.1 to 10 μm.
