Cleaning device, cleaning apparatus and cleaning method

A cleaning device including a cleaning portion and at least one liquid amount control portion, wherein

• the cleaning portion includes a cleaning surface which is capable of absorbing a cleaning liquid for cleaning an object to be cleaned;
• the at least one liquid amount control portion is configured to be able to contact the cleaning surface and apply a contact pressure to the cleaning surface, so as to control an amount of the cleaning liquid contained in the cleaning surface of the cleaning portion as a generally determined value when the cleaning surface is in contact with the object to be cleaned, and
• wherein a first liquid amount control portion is configured to contact the object to be cleaned and be able to transmit the object to be cleaned by rotation.
