A new and distinct cultivar of Phalaenopsis plant named ‘PHA973648’, characterized by its upright plant habit; moderately vigorous growth habit and moderate growth rate; strong flowering stems; freely flowering habit with typically two inflorescences developing per plant, each inflorescence with numerous flowers; dark red-colored flowers with reddish purple-colored labella; and good postproduction longevity.
