A new and distinct Dahlia plant named ‘Balnovost’ substantially as herein shown and described, which:
- (a) exhibits an upright mounded form;
- (b) forms semi-double inflorescences with lavender and white bicolor ray florets;
- and
- (c) exhibits a moderately vigorous growth habit.
