Image processing device and image processing method

An image processing device comprising:

• circuitry configured to
• perform horizontal filtering by applying a horizontal filter to neighboring pixels neighboring a vertical block boundary having a length of 8 pixels within a locally decoded image to generate a first filtered image,
• control the horizontal filtering to filter in parallel neighboring pixels across vertical block boundaries among a plurality of 8×8 blocks and to control the horizontal filtering to filter each vertical block boundary without depending on filtering results for other vertical block boundaries of the plurality of 8×8 blocks,
• perform vertical filtering by applying a vertical filter to neighboring pixels neighboring a horizontal block boundary having a length of 8 pixels within the first filtered image generated by the horizontal filtering to generate a second filtered image,
• control the vertical filtering to filter in parallel neighboring pixels across horizontal block boundaries among a plurality of 8×8 blocks and control the vertical filtering to filter each horizontal block boundary without depending on filtering results for other horizontal block boundaries of the plurality of 8×8 blocks, and
• encode an image using the second filtered image to generate an encoded stream.
