Method and apparatus for performing component carrier-specific reconfiguration

A wireless transmit/receive unit (WTRU) comprising:

• a processor;
• and
• a transceiver,
• the processor and the transceiver configured to receive a single radio resource control (RRC) connection reconfiguration request, the single RRC connection reconfiguration request including individually, for each of a plurality of cells, physical configuration information, wherein one of the plurality of cells is a primary cell and other cells of the plurality of cells are non-primary cells, and
• the processor and the transceiver further configured to send a measurement report on a condition that a neighboring cell is better than a non-primary cell by an amount.

A base station comprising:

• a processor;
• and
• a transceiver,
• the processor and the transceiver configured to send a single radio resource control (RRC) connection reconfiguration request, the single RRC connection reconfiguration request including individually, for each of a plurality of cells, physical configuration information, wherein one of the plurality of cells is a primary cell and other cells of the plurality of cells are non-primary cells, and
• the processor and the transceiver further configured to send measurement configuration information that configures a wireless transmit/receive unit (WTRU) to send a measurement report on a condition that a neighboring cell is better than a non-primary cell by an amount.
