According to one embodiment, an active material containing a monoclinic oxide is provided. The monoclinic oxide is represented by the formula LixTiNb2O7 (0≦x≦5). A unit cell volume of the monoclinic oxide is 795 Å3 or more.

An active material comprising a monoclinic oxide of the formula LixTiNb2O7 (0≦x≦5) having a unit cell volume of from 795 Å3 to 800 Å3.
An active material comprising a monoclinic oxide of the formula
- LixTiNb2O7
- wherein
- x is from 0 to 5,
- a unit cell volume of the active material is from 795 Å3 to 800 Å3,
- a lattice constant of the monoclinic oxide satisfies the equation:
- 20.37 Å≦a≦20.53 Å
- and the monoclinic oxide comprises oxygen defects.
