Measuring method and device before different-frequency handover of user terminal

A method for performing a measurement before inter-frequency handover of a user terminal, comprising:

• receiving, by the user terminal, a measurement instruction from a service base station, wherein the measurement instruction is sent when the service base station determines that a difference between a transmitted power of the user terminal and a received power of a non-service base station in spectrum information is smaller than a preset threshold, the non-service base station measures an intensity of a signal sent by the user terminal and received by the non-service base station as the received power of the non-service base station;
• and
• performing, by the user terminal, the measurement on the non-service base station based on the measurement instruction.

A user terminal, comprising:

• a receiver configured to receive a measurement instruction from a service base station, wherein the measurement instruction is sent when the service base station determines that a difference between a transmitted power of the user terminal and a received power of a non-service base station in spectrum information is smaller than a preset threshold, and the non-service base station measures an intensity of a signal sent by the user terminal and received by the non-service base station as the received power of the non-service base station;
• and
• a measurement module configured to perform a measurement on the non-service base station based on the measurement instruction.
