System for low resolution power reduction using deblocking

A video decoder that decodes video comprising:

• (a) an entropy decoder that decodes a bitstream defining said video having data representative of a low resolution data set and a high resolution data set;
• (b) an inverse transformer that inverse transforms said decoded bitstream to create inverse-transformed data;
• (c) a predictor that performs, selectively for only said low resolution data set, each of an intra-prediction and a motion compensated prediction based on said decoded bitstream;
• (d) a buffer that receives said inverse-transformed data and stores it as compressed frame data comprising a first pixel set representative of a low resolution frame and a residual information pixel set independent of said first pixel set and representative of a high resolution frame, said first pixel set retrievable from said buffer for motion compensated prediction independently of the residual information pixel set;
• (e) a combiner forming a reconstructed image data based upon predicted data and said inverse-transformed bitstream;
• and
• (f) a de-blocking module that selectively de-blocks said reconstructed image data by making de-blocking strength decisions during a high resolution mode during which said decoder outputs high resolution data, using said first pixel set and not using said residual information pixel set.
