A personal care composition includes a surfactant, a water soluble cationic polymer, a hydrophobic benefit agent, and a hydrophobic cationic polyethylene polymer.

A method for increasing benefit agent deposition to skin in a personal cleansing multi-phase composition comprising a cleansing phase and a benefit phase, wherein the surfactant and water soluble cationic polymer are in a cleansing phase, ethylene-dimethylaminoethyl methacrylate copolymer and benefit agent are in the benefit phase.
