The joints of the arm pivot around vertical axes and the arm is locked into a desired orientation by a brake at each joint. A valve turning machine is at the free end of the arm. The brakes are engaged and released by a control on the valve turning machine. ## Claims ### Claim 1 A valve operating device comprising: a valve operating machine including a motor and a sleeve drivable by the motor, wherein the valve operating machine is non-moveable along a longitudinal axis of the sleeve; a mounting; a linear first arm having a first end, a second end and being non-pivotal between the first end and the second end, wherein the first end of the first arm is rotatably directly attached to the mounting; a linear second arm having a first end, a second end and being non-pivotal between the first end and the second end, wherein the first end of the second arm is rotatably directly attached to the second end of the first arm and the valve operating machine is attached directly to the second end of the second arm; a first lock that prevents the first arm from rotating about the mounting; a second lock that prevents the second arm from rotating about the first arm; and a control for at least one of the first lock and the second lock. ### Claim 2 (depends on 1) The valve operating device of claim 1, wherein the control is remote from the first lock and the second lock. ### Claim 3 (depends on 1) The valve operating device of claim 1, wherein the first arm is telescopically extendible. ### Claim 4 (depends on 1) The valve operating device of claim 1, wherein the second arm is telescopically extendible. ### Claim 5 (depends on 1) The valve operating device of claim 1, wherein the first lock comprises a hydraulically-operated brake. ### Claim 6 (depends on 1) The valve operating device of claim 1, wherein the second lock comprises a hydraulically-operated brake. ### Claim 7 (depends on 1) The valve operating device of claim 1, wherein the first arm is rotatable only about one axis and maintains a horizontal orientation throughout rotation thereof. ### Claim 8 (depends on 1) The valve operating device of claim 1, wherein the control is for both the first lock and the second lock. ### Claim 9 (depends on 1) The valve operating device of claim 1, wherein the valve operating machine includes a handle. ### Claim 10 (depends on 9) The valve operating device of claim 9, wherein the handle is positioned at an end of the valve operating machine distal from the second arm. ### Claim 11 (depends on 1) The valve operating device of claim 1, wherein the first lock comprises a hydraulically-operated brake and the second lock comprises a hydraulically-operated brake. ### Claim 12 (depends on 1) The valve operating device of claim 1, further comprising an elongate key configured to couple to the sleeve. ### Claim 13 (depends on 12) The valve operating device of claim 12, wherein the elongate key is configured to insert into the sleeve. ### Claim 14 (depends on 13) The valve operating device of claim 13, wherein the sleeve and the elongate key are drivable by the motor. ### Claim 15 (depends on 1) The valve operating device of claim 1, further comprising an elongate key positioned in the sleeve. ### Claim 16 (depends on 15) The valve operating device of claim 15, wherein the sleeve and the elongate key are drivable by the motor.
