An image coding device, comprising:

• a receiving unit configured to receive input image data;
• a selection unit configured to select two or more reference pictures to be referenced by a current picture to be coded among pictures included in the received input image data, when the current picture is compression-coded using inter prediction;
• a motion amount obtainment unit configured to obtain a motion amount of the current picture;
• and
• a coding unit configured to perform the inter prediction by performing first prediction or second prediction selectively switched therebetween based on the obtained motion amount, the first prediction being an operation by which the inter prediction is performed based on a range set, as a range to be searched for a motion vector, for each of the selected two or more reference pictures, and the second prediction being an operation by which the inter prediction is performed based on a range set, as a range to be searched for a motion vector, for each of the selected two or more reference pictures other than a farthest reference picture that is a reference picture temporally most distant from the current picture among the two or more reference pictures.
