Method and apparatus for managing resources in OFDMA cellular system

An apparatus for managing resources in an Orthogonal Frequency Division Multiple Access (OFDMA) cellular system, the apparatus comprising:

• a controller for subchannelizing physical resource units constituting a system bandwidth into a plurality of subchannels according to a scheme defined in a first system communication mode, to support the first system communication mode and a second system communication mode, using Frequency Division Multiplexing (FDM) on an uplink, and renumbering indexes of the plurality of subchannels in reverse order to be used in the second system communication mode, for allocating at least one subchannel to a first MS operating in the first system communication mode based on indexes that start from a first subchannel of the plurality of subchannels, and for allocating at least one subchannel to a second MS operating in the second system communication mode based on indexes that start from a last subchannel of the plurality of subchannels;
• and
• a transceiver for transmitting or receiving resource allocation information using at least one of the plurality of subchannels under control of the controller.
