A method for formulating an emulsion stabilized offset printing ink comprising mixing an offset ink, an emulsion stabilizer having a water tolerance value of between about 1.0 ml and about 11.0 ml, water, and a water soluble polymer, so as to formulate an emulsion stabilized offset printing ink.
