Adaptive filtering to enhance video bit-rate control performance

A system comprising:

• a video sensor that obtains a first video frame and a second video frame following the first video frame;
• a filter that filters the first video frame;
• a video encoder that encodes the first filtered video frame;
• and
• a control unit that receives performance information relating to the encoding of the first filtered video frame, wherein the performance information indicates that the video encoder used less than all of a bit rate budget to encode the first filtered video frame, and adjusts the filter, based on the performance information indicating that the video encoder used less than all of the bit rate budget to encode the first filtered video frame, to cause the filter to high pass filter the second frame, such that quality of the second filtered video frame is increased relative to the unfiltered second video frame, and
• wherein the video encoder encodes the second filtered video frame.

A non-transitory computer-readable storage medium comprising instructions to cause a processor to:

• apply a filter to a first video frame;
• apply a video encoder to encode the first filtered video frame;
• receive performance information relating to the encoding of the first filtered video frame, wherein the performance information indicates that the video encoder used less than all of a bit rate budget to encode the first filtered video frame;
• adjust the filter based on the performance information indicating that the video encoder used less than all of the bit rate budget to encode the first filtered video frame, to cause the filter to high pass filter a second video frame following the first video frame, such that quality of the second filtered video frame is increased relative to the unfiltered second video frame;
• and
• apply the video encoder to encode the second filtered video frame.

An apparatus comprising:

• means for applying a filter to a first video frame;
• means for applying a video encoder to encode the first filtered video frame;
• means for receiving performance information relating to the encoding of the first filtered video frame, wherein the performance information indicates that the video encoder used less than all of a bit rate budget to encode the first filtered video frame;
• video encoder;
• and
• means for adjusting the filter, based on the performance information indicating that the video encoder used less than all of the bit rate budget to encode the first filtered video frame, to cause the filter to high pass filter a second video frame following the first video frame, such that quality of the second filtered video frame is increased relative to the unfiltered second video frame;
• and
• means for applying the video encoder to encode the second filtered video frame.
