Radio base station and method of detecting overlap of radio communications parameter

A radio base station performing radio communications with mobile stations, comprising:

• a common control channel transmission unit configured to transmit a common control channel used commonly for all of the mobile stations located within a cell by using a predetermined radio communications parameter to be assigned to each radio base station;
• a transmission pattern controller configured to cause the common control channel to be transmitted from the common control channel transmission unit according to a predetermined transmission pattern;
• a common control channel reception level acquisition unit configured to acquire a reception level of the common control channel received by at least any one of the mobile stations;
• and
• a overlap determination unit configured to determine whether or not the predetermined radio communications parameter overlaps with a radio communications parameter used by a different radio base station based on the reception level acquired by the common control channel reception level acquisition unit and the predetermined transmission pattern.
