## Abstract

A system and method for processing incoming mailed ballot packages having a voter ID code, a verification signature on the envelope, and a ballot enclosed within the envelope. Prior to receipt of the incoming ballots voter signatures have been electronically stored and associated with voter ID's. Ballot packages are fed and transported on automated machinery. Voter ID's are scanned and cameras are used for capturing images of the signatures from the ballot packages. Based on the scanned voter ID's, electronically stored voter signatures are retrieved. Next, the captured verification signatures are compared with the stored voter signatures corresponding to the scanned voter ID's. A validation file is generated that indicates which ballot packages had verification signatures that were successfully matched with stored voter signatures during the comparing step. Finally, the equipment sorts ballot packages to separate successfully matched and validated ballot packages from unvalidated ballot packages.

## Claims

### Claim 1

A method for processing of incoming mailed ballot packages, a ballot package including a voter ID code and a verification signature, the ballot package further comprising an envelope and a ballot enclosed within the envelope, the method comprising:
electronically storing voter signatures associated with voter ID's;
automated feeding and transporting of incoming ballot packages;
scanning voter ID's from ballot packages;
capturing images of the verification signatures from the ballot packages;
retrieving the electronically stored voter signatures based on the scanned voter ID's;
comparing the captured verification signatures with the stored voter signatures corresponding to the scanned voter ID's;
generating a validation file indicating which ballot packages had verification signatures that were successfully matched with stored voter signatures during the comparing step; and
automated sorting of ballot packages using the validation file, sorting being done to separate validated ballot packages, where the signatures were successfully matched from unvalidated ballot packages, where signatures were not successfully matched.

### Claim 2 (depends on 1)

The method of claim 1 wherein the step of comparing further comprises concurrently displaying an image of the stored voter signature with the captured verification signature; and the step of generating the validation file further includes receiving operator input based on the operator's judgment as to whether the displayed images were matching signatures.

### Claim 3 (depends on 1)

The method of claim 1 wherein the step of comparing further comprises automated comparison of the captured verification signatures with the stored voter signatures.

### Claim 4 (depends on 1)

The method of claim 1 wherein the step of generating the validation file include associating a validation indicator signal with the voter ID, and the step of automated sorting further includes scanning the voter ID's on the ballot packages and performing sortation based on the corresponding validation indicator signal.

### Claim 5 (depends on 1)

The method of claim 1 wherein the step of automated sorting further includes automated opening of envelopes for validated ballot packages.

### Claim 6 (depends on 1)

The method of claim 1, after the step of automated sorting, further including a step of printing validation information on the envelope of validated ballot packages.

### Claim 7 (depends on 6)

The method of claim 6 wherein the validation information includes at least a date and an operator identification.

### Claim 8 (depends on 6)

The method of claim 6, after the step of printing validation information, further include a step of capturing images of the validated ballot packages and electronically storing the captured images in association with the corresponding voter ID's.

### Claim 9 (depends on 8)

The method of claim 8 wherein the step of electronically storing includes associating digital signatures with the captured validated ballot package images so that the captured images may be later authenticated.

### Claim 10 (depends on 8)

The method of claim 8 wherein the step of electronically storing includes encrypting the captured validated ballot images to prevent tampering and to allow authentication of the images.

### Claim 11

A system for processing of incoming mailed ballot packages, a ballot package including a voter ID code and a verification signature, the ballot package further comprising an envelope and a ballot enclosed within the envelope, the system comprising:
a computer system electronically storing voter signatures associated with voter ID's;
a sorter machine coupled to the computer system and arranged to feed and transport incoming ballot packages, the sorter machine including one or more optical scanning devices for scanning voter ID's from transported ballot packages and capturing images of the verification signatures from transported ballot packages; and
a signature comparison system coupled to the computer system and configured to compare the captured verification signatures with the stored voter signatures corresponding to the scanned voter ID's;
wherein the computer system is configured to receive the scanned voter ID's from the sorter machine and to retrieve the electronically stored voter signatures, to be provided to the signature comparison system, based on the scanned voter ID's;
wherein the computer system is further configured to generate a validation file indicating which ballot packages had verification signatures that were successfully matched with stored voter signatures by the signature comparison system by the signature comparison system; and
wherein the sorter machine is configured to sort of ballot packages on a second pass using the validation file from the computer system, the sorter machine configured to separate validated ballot packages, where the signatures were successfully matched, from unvalidated ballot packages, where signatures were not successfully matched.

### Claim 12 (depends on 11)

The system of claim 11 wherein the signature comparison system comprises:
a display screen configured to concurrently display an image of the stored voter signature and the captured verification signature; and
an input device for receiving an operator indication of whether the signature images match;
wherein the computer system generates the validation file based on the operator indication received from the input device.

### Claim 13 (depends on 11)

The system of claim 11 wherein the signature comparison system comprises software in the computer system configured to automatically compare of the captured verification signatures with the stored voter signatures.

### Claim 14 (depends on 11)

The system of claim 11 wherein the validation file generated by the computer system includes an association of a validation indicator signal with the voter ID, and wherein the sorter machine is configured to scan the voter ID's on the ballot packages on their second pass and to perform sortation based on the corresponding validation indicator signal received from the validation file.

### Claim 15 (depends on 11)

The system of claim 11 wherein the sorting machine includes an envelope opener configured to open envelopes for validated ballot packages.

### Claim 16 (depends on 11)
