A method of manufacturing a dispersion comprising:
- providing a metal-containing substance;
- converting the metal-containing substance into a non-stoichiometric non-equilibrium crystalline nanomaterial;
- dispersing the nanomaterial in a chemical, wherein the dispersed nanomaterial has a domain size less than 500 nm.
