Developing roller and method of producing the same

A method of producing a developing roller, comprising steps of:

• providing a roller core having an electrically conductive layer provided on a circumferential surface thereof,
• applying a reaction mixture containing polyol, a reactive silicone oil having active hydrogen, an isocyanate compound, and a pore-forming agent comprising a volatile silicone oil to a surface of said conductive layer, and
• subjecting said reaction mixture to a reaction condition for reacting said polyol and said reactive silicone oil with said isocyanate compound, thereby forming a covering layer having a thickness of from 4 to 30 μm, said volatile silicone oil being substantially completely volatized during the formation of said covering layer to leave micropores in said covering layer having a pore diameter of from 0.1 to 3 μm.
