A recombinant vector comprising a multiple number of nucleic acids of Shear Stress Response Elements (SSRE), wherein the Shear Stress Response Elements are selected from the group consisting of Shear Stress Response Element PDGF-A, Shear Stress Response Element PDGF-B, Shear Stress Response Element SP1, and Shear Stress Response Element TRE.
