A charging device comprising:
- a member to be charged
- a charging member for contacting with the member to be charged to thereby charge the member to be charged, said charging member having a surface layer including a foaming body made of a continuous bubble material;
- and
- charge accelerating particles releaseably held in the continuous bubble material.

- a charging member for charging a member to be charged, wherein said charging member forms a nip portion in cooperation with said member to be charged, said charging member having a surface layer including a foaming body made of a continuous bubble material;
